This is the fusion form of the crystal Serenity/Antheia uses from the Imperial Moon Kingdom, Phantasia. The circle in the center, is the crystal Serene uses to save her galaxy, and is the crystal that Serenity uses to transform into her senshi forms. The Pure Heart Crystal crystals are indeed from her pure heart. This fusion occurs when Cosmic Sailor Legend activates her goddess energy and unlocks the true power of her bloodline, Serene's power.
